ISSN Number not for blogs. So how comes...

I requested an ISSN number for this blog.
It is kind of interesting to have, and somehow, when something becomes a publication, it might have some advantages later.
Anyhow, the way how to do it was explained by fellow blogger Bruno, and it didn't seem so difficult to do.
Yet...

I received this today:

Can someone explain this to me?
Michel seems to have a blog. Or isn't it 'a blog'?
And it has an ISSN number...
Bruno has a blog. And ISSN.
Or not?

Either this is something (very) recent, or it's because I didn't preseny my weblog as such (as a blog), but as an 'electronic magazine' or 'electronic publication'...
